What is UASI?

The Urban Area Security Initiative (UASI) is a Department of Homeland Security program that provides funding to the top metropolitan areas across the nation at high risk of a terrorist attack.  Charlotte was added to the program in 2004, which was the second year funding was made available under the program.  Charlotte's region under the program includes eight counties in North Carolina and two counties in South Carolina.

The main focus of the UASI program is to aid the identified cities in the areas of prevention, protection, response and recovery.  The goal is to prevent terrorist attacks whenver possible, but understanding that this is a daunting task, and to provide first responders with the equipment and training necessary to respond should one occur. In the few moments after an attack,  every piece of information is needed as quickly and precisely as possible. The UASI program has provided the Charlotte region with the capability to respond quickly and share information with goverment agencies and citizens in the aftermath of a terrorist attack.

What does UASI Provide?

  • WMD awareness in the first responder community.
  • Community empowerment to prevent, prepare for and respond to WMD incidents/threats.
  • Improved information and intelligence gathering and sharing among government and key citizen stakeholders.
  • Recognization of counter terrorist threats.
  • Utilization of existing government organizations and systems to ensure coordination and involvement of all first responder disciplines.

    To Protect

  • Improves partnerships with private industry partners and accelerate infrastructure assessments of privately owned critical infrastructure.
  • Reduces the vulnerability of critical infrastructure and key resources in order to deter, mitigate or neutralize terrorist attacks, major disasters, and other emergencies.
  • Implements target hardening activities at critical facilities, both government and private, based upon critical infrastructure assessments and national threat assessment information.
  • To Recover

  • Develop, enhance and exercise recovery plans and procedures.
  • Develop plans to re-establish essential services, including the reconstitution of government operations and services.
  • Develop, coordinate and execute service and site restoration plans.
  • Provide housing, medical care and needed social services to victims and other affected persons.
  • Evaluate incidents to identify improvements for plans and emergency operations.
  • To Respond

  • Provide an adequate and appropriate protective equipment to first responders and ensure that response systems, including communications equipment, are interoperable based on state equipment standards.
  • Standardize and integrate response systems to improve coordination of mutual aid response for disasters of any type.
  • Complete emergency response and mitigation plans designed to limit the loss of life, protect property and meet basic human needs.
  • Ensure full and complete involvement of the appropriate public and private sectors in the areas of intelligence sharing, active criminal investigation, medical prevention and treatment activities and all such actions necessary to preempt, interdict and apprehend perpetrators.
